All of the themes I’ve looked at use CSS for its design, and not PHP. If you want to change, like, color, or something, I think it should be CSS. ^^;; Basic (and I stress basic) CSS is, (in my humble opinion), pretty simple to master (I learned it by studying the yahoo tutorial [which sucks, IMO], ^^;;).
